The Helsinki Committee for Human Rights in Serbia (HCS), at a two-day conference in Belgrade, presented Recommendations for a new cultural policy, based on a three-year process of analyzing strategic and legal documents and mapping the state of culture in Serbia, and as it announced, these guidelines will be further refined – as the beginning of the struggle of professionals and the general public for an open and free cultural scene.
